docs: removes quickstart (reducing to 1 quickstart on site) | updates creating an app page

Summary

With the updated focused quickstart at docs.slack.dev/quickstart, we're going to be directing users to this one single experience instead of duplicating pages and tripling maintenance (between /quickstart and each of the bolt getting started guides) The previous /quickstart was already more than 10x-ing views for the equivalent bolt-py getting started guide.
