Added required BPF/XDP kernel configs

Add xdp.cfg with the BPF and XDP-related kernel configuration options required for AF_XDP support used by the DPDK net_af_xdp PMD.

Enable CONFIG_BPF, CONFIG_BPF_SYSCALL, and CONFIG_BPF_JIT to provide core eBPF infrastructure, support user-space BPF/XDP program management, and improve packet processing performance through JIT compilation.
