does this pattern also cover OSW IDs that are combined with "#" for sub IDs, e.g., "Item:OSW85302b21cf045998b80f38c9fdb88f84#OSW14e2efd7a4a05306a74663592edb23e8" ?

No it does not and it is worth discussing what the behavior should be. I lean towards returning the uuid of the second part of the string as this is generally the unique part identifiying the entity the OSW-ID belongs to, while the first part identifies the Entity of which this one is a subobject of.
