fix: drop removed sibling repos from workspace tooling - #276

falcon/harrier/shrike/swift/kestrel/merlin no longer exist. Manifest trimmed to 8 repos (graycode-cli + eyrie workspace); validate count updated. checkout/setup actions self-skip fixed to graycode-cli; release-parity self-filter fixed; ecosystem-boundaries guard now manifest-driven. Clone docs and README repo lists/links trimmed to what exists. Go module requires kept (proxy-resolved; engine integrations live).

falcon/harrier/shrike/swift/kestrel/merlin are unresolvable (only eyrie remains). Stacked on #275.\n\nManifest trimmed graycode-cli + eyrie workspace (validate proven in stub harness); checkout/setup self-skip literals fixed (latent rename bug); release-parity self-filter fixed; boundaries guard made manifest-driven; clone docs + README links trimmed to existing repos.\n\nKept deliberately: go.mod requires (proxy-resolved, engine features live), non-workspace manifest entries, descriptive architecture prose. Verified: manifest validate (stub harness), release parity OK, boundary guards pass.
