Extends the bounded full-graph request deadline to 90 seconds and passes the same deadline into the API request so cold complete scenes are not rejected before their server response arrives. Updates the readiness regression coverage and dashboard contract assertions.\n\nValidation: Ruff; focused dashboard unit test; three ledger readiness browser tests on isolated port 8797. Full local suite was rerun; the consolidation file and isolated failures pass, but the aggregate run showed two order-sensitive consolidation failures and is being monitored separately.\n\nThis PR is intentionally not merged by this task.
