Hi. As I observed the following behavior in Protege and ROBOT, I assume it to be a OWL API bug. The serialization into Turtle format always contains the prefix:
@prefix xml: <http://www.w3.org/XML/1998/namespace> .
Except the case, the prefix is actually used (which should not be the case in most cases), I would expect the prefix to not be serialized.
