Brainstorming for how to integrate Bitcoin Forking Guide (BFG) with Optech

I like @ajtowns's Bitcoin Forking Guide and think it would be useful to link to it from Optech when we reference consensus change proposals, for example on our topic pages for various proposals.

This issue is for public brainstorming about how we might do that in a way that's useful, not burdensome for us, and also not likely to lead to excessive controversy (e.g., we think OP_FOO is currently at step 1-research but its champions think it's ready for step 6-activation).

Two things I quickly discovered brainstorming:

1. When trying to reference steps by a short name, Finalization (step 5) is confusing since it's not actually the final step (that's step 6-Activation). Maybe we could call it "Janitorial" or something, since it's really about tidying up the tech side.
2. Although it's superfluous to the guide's purpose, it might be convenient to have steps or pages dedicated to "Activated" and "Abandoned". That way there's a page for every step in the lifecycle.

You could consider it "Proposal Finalization" perhaps if that's any help? I think "Janitorial"-like naming comes with a heavy risk of minimising the importance of the activities in that step. Maybe some variant of "Codification" could work though?

I'm not sure saying that a proposal is "at phase X" entirely makes sense -- eg, adopting some PQ features might have open questions at the research level ("new attack Y seems to break the post-quantum security") despite their being a prototype implementation of the feature available, and industry people actively exploring how it integrates with their software? I've thought about it maybe making sense to summarise the state of the project in terms of progress through phases, eg "X Y and Z discuss the idea at a research level; W and V are attempts at a prototype implementation; S, T, U are examples of industry adoption/adaptation of the feature and R has some benchmarks summarising those industry experiments"
