feature request: SO_BINDTODEVICE and/or SO_MARK support for outbound

I know it's a niche use case, and I know there's already -S source address.

1. are you interested in implementing this?
2. if I'm able to make a pull request, would you merge it? since I have no intention to maintain a fork.

If you're curious why would that be useful, read alone, otherwise you can skip.

I have multiple vpn connections, to be able to switch between them easily I have to use policy routing, and for reasons, some of them have identical local addresses, so that source address option won't cut it.

If the patch is very small and easily understood. I don't think this would be easy to test or even useful for 99.9% of people. I've tried multiple VPNs before, but I've always been able to use multiple local IPs for routing purposes.

As for tests, I'll test by hand, automated test for this function would be too much of a hassle, would that be ok?
