Use the updated dialogflow client rather than the old one

Currently Spectrum's Chatbot cog uses apiai which hasn't been updated since February of 2017. I would suggest making the bot's chatbot cog use the new python dialogflow client to keep it up-to-date with the improvements made by the v2 api.
