Can Apply Without Accepting Code of Conduct

Steps to reproduce:

1. Login with MyMLH
2. On the my.hacknc.com landing, cliick another one of the tabs at the top, eg. Dashboard, before filling out anything more on the application
3. Receive an email stating that you've applied to HackNC

Proposed solution: Hide tabs until all basic application info is submitted and don't submit automatically without telling the user.

There is no automatic submit. This is known behavior. The email triggers as soon as they pass the OAUTH workflow. We will be sending out emails to people who don't give the required data 1 week before applications close.
